A 31-year-old man is accused of recording two women while they were using restrooms at North Campus on July 7, according to an arrest affidavit.
Rishard Trivell Parsons was charged with two counts of voyeurism and one count of battery—two misdemeanors and a felony, respectively.
According to a report by the Miami-Dade Sheriff’s Office, a woman said she was using a bathroom in the 1000 building when she observed Parsons recording her from the stall next to her. The woman reported the incident to public safety.
While searching for Parsons, public safety officers encountered a second woman, “who was shouting and pointing in the direction of [Parsons] as the defendant fled from her.”
The woman said that while she was using the women’s restroom in the 2000 building, “she observed a black cellular phone recording her from underneath the stall.”
According to the report, the woman confronted Parsons and told him to delete the video; he then pushed her backwards into the toilet seat, causing her to injure her knee.
The woman then continued chasing Parsons through the building’s breezeway before a good samaritan helped detain him until public safety officers arrived.
According to North Campus public safety chief Julio Vasquez-Oller, the arrest happened at 1:30 p.m.
“The safety and security of our campus community remain our highest priority,” the College said in a response provided by the media relations department. “Upon learning of reports involving inappropriate conduct by an individual who is not affiliated with the College at one of our campuses, the College immediately contacted law enforcement.”
Parsons was previously arrested in 2024 after he was accused of peeking at a woman in the restroom at Medical Campus.
After the most recent incident, North Campus ordered additional patrolling near restrooms.
“The crime is still under investigation under the Miami-Dade Sheriff’s Office,” Vasquez-Oller said. “We are taking all proper measures to ensure the safety of our students and employees.”
